Why is Canada exploiting Jamaica in tandem with the IMF?

Canada is using their financial muscle to export cheap labor to Canada and keep Jamaica poor and bereft of skilled labor. So why is Canada doing that? Apparently it's been going on since Canada started as a nation. The conservative right wanted Jamaican immigrants out but the liberal left decided instead to hire Jamaicans on for slave wages and poor working conditions. Shouldn't the USA do something?
