Does this guy have a problem?

A few weeks ago my neighbor introduced me to her son. Later she would go on to tell me how him and his wife/girlfriend (I forgot which) argue a lot. My neighbor says when this happens he comes to live with her. Well boy has he become a thorn in my side. Every day he stands outside and smokes. I come in and out of my apartment a lot and it seems as if he's almost always there. If I walk around the complex he's there. When I check the mail and bend the corner he's there. There's always this long awkward silence because often times our eyes meet and neither of us can stop staring. The only time we exchanged words was when we first met. One other time he tried to make small talk but I totally blew him off. Once I didn't know what to do and I was on my cell phone so I said something rude that would have offended him. He turned completely red and every since he tries not to look at me but it still happens all the time. I'm a 32 year old african american female. My dad is jamaican. He is a 33 year old puerto rican. I don't have time for love or lust or whatever. I just want it to all go away.
