Wad up newspaper for your basic forms and then wrap them with masking paper. Tape the forms together to make the doll armature. Rip newspaper into 4" x 1.5" strips. Mix flour with water until it makes a paste. Dip the strips into the paste, squeegee with your fingers, apply to the doll armature. Layer 3 times, horizontally, vertically, horizontally. Let dry for at least a week. Paint it with tempera.
